We included a warning on the homepage about spoilers, but this page in particular goes into extensive details about Denki's involvement in the story and discusses the ending of the series. Keep this in mind before reading.
We know that Denki isn't a main character, but the way this series treats him makes us so sad.
Denki hasn't been involved in actual combat since the end of season one during the USJ attack. We're serious. All of his other fights since then have all been training or part of a school exam. And even during those moments, he's treated unfairly.
During the sports festival, he was written out of the battle tournament really quickly with his fight against Shiozaki, he didn't even get to fight Nezu in the exams in season two, and he was conveniently away from pretty much everything during the villain attack at the start of season three.
In season six, while he was very helpful in stopping the villain with the electricity quirk, he was immediately incapacitated before he could be involved in actual combat.
And the final war arc... We think that upsets us the most. Almost every single one of his peers were out there on the battlefield, while Denki was once again restricted to being a battery.
He's also just completely shafted in all of the films, as well. In the first movie he tried to deactivate robots with his quirk, only for it not to work and him being short-circuited until the very end when everything had already been handled.
In the second he was used as a lightning rod while almost all of the other characters had more active roles against the villains, and was once again short-circuited afterwards.
And in the third he barely appeared at all (though granted, none of the side characters had much of a role in that movie). And this trend was once again repeated in the fourth movie.
It just really feels like he's not allowed to do anything outside of being used as a battery or lightning rod. We're not saying that what he does in the series isn't important, since it definitely is. But we're honestly convinced that one of the main reasons for this is Horikoshi knowing just how powerful Denki is and actively trying to write him out of every single fight. We refuse to believe that all of these instances are coincidental. It all feels really deliberate.
The extra chapter in volume 42 just added further insult to injury. He's 44th place in the hero rankings? How? That's not a horrible placement, but we're genuinely flabbergasted by him not being higher. We're not sure if he's maybe not as actively involved in combat as other heroes and that influenced his ranking, but even if that's the case, this is ridiculous.
He has the perfect personality to be popular. He's sociable, friendly, and easy to approach. He also has an aura of confidence that we think people would appreciate, and though we're guessing he's stopped since getting with us, we can imagine his tendency to flirt making him a favorite among women.
Not to mention his quirk. It's so versatile that it's most likely been helpful in so many situations. Not only can it be used for combat and powering devices, but it can be used to help with physical pain, as well as treating the symptoms of mental conditions. It could even be used to stop or restart someone's heart. He's probably saved so many people's lives.

With all of these factors, we just can't see why Denki wouldn't be in the top 15, at the least.

This series has mistreated him so badly. Treating him and the drawbacks of his quirk like they're something to be laughed at, continuously trying to hammer in him being "stupid", never letting him fight, and never letting him have his own character arc.

He deserves so much better.
